My Dear Friend,
I am telling you one of the universal Truth. Change for upgradation otherwise system will change you. Indian Railway is moving on the same way. Indian Railway is not willing to change. So definitely there will be major changes in upcoming time.
Being a economist my suggestion with railway personnel to give their 100 percent for the development of railway.

Thanks friend, I appreciate your words & feelings. It is a plain fact applicable to every individual & organization that:
Environment/world is continuously changing with time, so take pains voluntarily and change yourself according to changes happening in the environment, else after a due course of time, the environment will force the necessary change on you which will be more painful.
Let us see why people don’t change- One has to put in a lot of efforts and strive hard to learn the skills, ins & outs of a new job. Once learnt,
...
doing the same job in the same way becomes an effortless activity and a thus the person get into a “comfort zone”. There is inherent tendency in the employees of organizations (especially in govt. owned ones) to resist any change in their job content or in the ways of doing the job. They basically resist to get out of their comfort zones, as much more efforts shall be required to discharge their duties if these changes are made.
It is not fair to put all blame on the employees. We have to look into the working of business organizations.
In this context, it can be said there are broadly 3 kind of employees in an organization "A" Ones who are totally committed to work and to continuously make improvements in their working "B" Easy going ones who will work well if there is enough pressure/compulsion to work, else they tend to go easy "C" Useless one who use their brain & energy primarily in how to manage the duty without doing any job.
Most of the Govt organizations could manage to survive in spite of lot of mismanagement, & financially imprudent policies primarily because of enormous efforts put up due to "A" who work to their physical limits without any motivation/ additional benefits.
We can draw an analogy between working of a business organization and moving a huge cart.
(1) Management is the pilot of cart,
(2) employees "A" are always harnessed to the cart putting in all efforts under the sun to move the cart.
(3) employees "B" tend to move on road along the shadow of the cart.
(4) employees "C" tend to ride at the back of the cart.
Aim is to move the cart continuously at fast speed and win the race and there are many carts competing in the race. Winner gets guaranteed survival, maximum market share, revenue, profits etc
Now the cart is moving (in the race) and "A" are putting in full efforts to move fast.
The easiest option for the pilot to speed up the cart is to put stricter control on the ones who are already in control (i.e. "A") by just pulling in the reigns.
Next easiest is to peek out of cabin, find the ones who are not pulling the cart (i.e. "B") and ask them to either join the "A" or push the cart from side/back. The smart ones amongst the "B" shall keep an eye on the pilot’s action and dodge any such effort. These B are the potential source within organization and pilot have to intelligently put them on the job.
The most difficult option one to go to the back of cart and drive them "C" out and put them to work. The strong one may even manage to bully the pilot.
In all organizations there exists "A","B" & "C" types, only their proportion varies. "C" is a much bigger cause of worry especially in Govt. Organisations as unlike private sector, they have no options to get rid of "C". Existence of "B" & "C" is a dangerous phenomenon because looking at their example, "A" are tempted to slip into "B" & "C" zones and "B" are tempted to slip to "C" zone.
Practically most of the pilots manage a mediocre show by accepting the above situation i.e. "A" harnessed, "B" moving on cart shadow and "C" riding at back of cart. They remain in their comfort zone and the hard labour done by "A" is wasted (from organizational point of view) and competitors win the race.
The successful pilot is one who is able to keep As motivated, put in all the "B" & "C" to the harness i.e. to work for the organization like A through proper monitoring the "B" and through treatment of "C" with carrot and stick approach, selectively using the threats of discipline/ punishment/ expulsion on case to case basis.
Problem with IRlys may be existence of "C" type in more than the normal proportion which has to be compulsorily tolerated by the pilot. Pilot is crippled i.e. he does not have adequate free hand and on many occasions he is saddled with political decisions. Pilot does not have enough motivation/threat (positive as well as negative) to excel at his job/ ensure growth & survival of organisation by making changes (painful) as his position is almost assured. So very little changes in IRlys have happened with passage of time.
