In this case, both the trains are non-stopping trains with unscheduled halts and its not big station either. Also, I guess, signal generally will be present on left side towards the LP in a double line section. So, they should identify them easily.

Once signal was given Vishali express started moving. What about Kaifiyat. LP/ALP of Kaifiyat would also have seen the signal along with Vishali LP. They would have noticed Vishali LP/ALP breaking the signal. They could have informed Vishali LP/ALP. If they had noticed and informed, i guess train wouldn't have went that far. Hardly 2 or 3 coaches would have been crossed before bringing to stop.
