Reasons why Agents have a say in Ticket Reservation policy / rules framing of IR
1-When IRCTC have recognised authorized agents for booking of tickets, IR should also consider their practical difficulties with regard to implementation of Cancellation Rules.
2-Booking period is Fixed from 0800 hours to 2000 hrs. But Travelling Time is 2400 hours round the clock, and during night time too passengers are boarding / missing trains / cancelling their journey. So IR should provide some mechanism for initiating cancellation at Boarding station itself ROUND THE CLOCK.

And Agents are mere a medium to serve the purpose of Booking tickets. So passengers should either be prepared to pay extra amount to Agent for cancellation or IR should relax the Rules...

नई दिल्ली।। अब रेल टिकट कैंसल कराना भी जेब पर भारी पड़ेगा। रेल मंत्रालय ने टिकट कैंसल कराने पर किराया रिफंड किए जाने के अपने नियमों में बड़े बदलाव किए हैं। इसके तहत यात्रियों को अब अधिकतम धन वापसी के लिए अपना टिकट यात्रा के कम से कम 48 घंटे पहले रद्द कराना होगा। इससे पहले यात्रा से 24 घंटे पहले तक टिकट कैंसल कराने पर पूरे पैसे (कैंसलेशन चार्ज छोड़कर) वापस मिल जाते थे।

नियम 1 जुलाई से प्रभाव में आ जाएंगे। रेलवे ने यह नए नियम वेटिंग लिस्ट वाले यात्रियों का टिकट जल्दी पक्का करने के उद्देश्य से लागू किए हैं।
नए नियमों के तहत, यात्रियों को 25 फीसदी कटौती के बाद रिफंड पाने के लिए ट्रेन के प्रस्थान समय से 48 घंटे पहले से लेकर कम से कम छह घंटे पहले तक टिकट कैंसल करानी पड़ेगी। मौजूदा नियमों में यात्रा शुरू होने से कम से कम चार घंटे पहले तक टिकट निरस्त कराया जा सकता है।
इसके अलावा यदि टिकट ट्रेन रवाना होने के निर्धारित समय से छह घंटे पहले से लेकर वास्तविक प्रस्थान समय से दो घंटे बाद तक रद्द कराया जाता है तो 50 प्रतिशत कटौती की जाएगी। अभी यात्रा की दूरी 500 किलोमीटर या अधिक होने पर प्रस्थान के 12 घंटे बाद तक टिकट रद्द कराने की अनुमति होती है। नए नियमों के मुताबिक यदि आरक्षित टिकट को ट्रेन के वास्तविक प्रस्थान समय से दो घंटे के बाद कैंसल कराया जाता है तो कोई रिफंड नहीं मिलेगा।
इसे साथ ही रेलवे प्रति यात्री न्यूनतम कैंसलेशन फी में भी बदलाव कर रहा है। एसी प्रथम श्रेणी के लिए यह दर 120 रुपये, एसी द्वितीय श्रेणी के लिए 100 रुपये, एसी तृतीय श्रेणी और चेयरकार के लिए 90 रुपये, स्लीपर श्रेणी के लिए 60 रुपये और द्वितीय श्रेणी के लिए 30 रुपये होगी।
