In matter of suburban rail we cannot compare Mumbai and Bangalore:
(1) Suburban trains are life line of Mumbai which caters to about two thirds of intra city traffic, where road network is very less as compared to population. Bangalore on the other hand have very large fleet of buses which carry majority of intracity passengers.

(3) CIIDCO,Mumbai/Maha state govt have participated and invested heavily in the rail infrastructure of of Mumbai. Similar participation of Municipal body/development authority/ state govt is required for Bangaluru also. Earlier IR was spending only one third of investment and CIIDCO/Gov. of Maha was spending a whopping two third of the project cost.
(4) New policy of IR in matter of suburban trains clearly indicates participation of state govts to make the project no-profit no-loss for UR. Since State govt is major beneficiary of the economic activities of daily commuters, it becomes duty of state govt to take initiative in this matter.
