Haryana is not a home state for Prabhu. Rajya Sabha elections are not directly associated with the electorate of the state unlike the Lok Sabha elections. The parties usually field members from those states if they have a good no of MLAs from that respective state. He or she need not hail from the State . Like Manmohan Singh from Assam,Arun Jaitley from Gujrat, Manohar Parrikar from UP etc . They dont have to be from that state but parties just elect them on paper from that state to get them into Parliament where they have a good number of MLAs.

but if they have some shame they will raise the matter of electorate of the state in Parliament and if Ministers take care of states!

As the minister of the union of govt of India he should not be showing favoritism to his city of birth or from the place he is elected from. If he does you may like it but many others dont.
I thought, Suresh Prabhu might think of injustice being done by railways with Karnal(KUN) so far but as he says "Iska Jawaab to Prabhu hi denge".
