any idea why no trains get 3 phase locos on E.Co.Railways?
Even HWH-YPR Drnt, BBS Raj, Drnt and any of the NDLS-Puri trains don't get a WAP5/7 from NDLS.
Is it a case of neglected attitude towards E.Co.R?

1. Not enough trained e-loco drivers in the newly commissioned LDH-JAT stretch.
2. Not enough LDH shed e-locos to cater to this need.
3. Newly energized section hence cautiously allowing e-locos one by one.

so on...anything rubbish the respective rail divisions can give.
This has happened everywhere..JHS-CNB still has many diesel links after electrification, LKO-SLN-BSB and MB-LKO still have many diesels running..and I can tell for sure that even after GZB-MB electrification, LKO mail and others would run on diesel for some time..the only exception was when East Coast's KGP-VSKP was electrified and links changed very quickly to electric to avoid loco changing on the HWH-MAS trunk route..
