Just Making Stuff up on the context of no new P7 to HWH isn't relevant because it cannot be ignored that even no new P4's were allotted since a long time.The Reason is Shortage of capacity. ER doesn't Possess 150 Capability or Shatabdi Trains in Bulk.P4/P7 Locomotives are Capable for a Roll on 140 Kmph and Restricted at 130 Kmph. I know the Persons name who told you about the "Blacklist" He once told me that stuff too.I can't blame you.You Just Went with his Fact. Proper Contact With Mech Wing of ER and Continuous Visits to ELSs and Loco Workshops Will let you know the real fact.Tertiary Source Of Knowledge is Vulnerable always.Or Else Why Do you think IR has Built CLW in ER itself and Now AW-CLW is built at DKAE even more close to HWH.These Factories are Governed by RB but Frameworks are totally based on Zonal Contacts.Talking about WAP 4/7 ASN Shed Being an ER ELS Handled all P4/7 G9 Locomotives in the history of IR.Why Do You Think that Happened if ER was not able to handle just a Single Loco Class ?.

1) P5 and P7 Locos Of Off Zone Shed GZB was Withdrawn Because of NKG.NKG is an ETS not ELS.If a Loco From NR comes With Duronto DN it may occur that on that same day There isn't UP duronto so the Loco is bound to stay at NKG and Being a ETS its not having Facilities to Maintain a Loco.Its just Capable to Keep Them.And Other Technical Issues Related to Particularly P5s like Banking issue,Soil Profile Of HBC/Quad,Ghat Section of ECR.
2)If Same P7 gets duty of DN Raj from SDAH on the same day then what will happen on delay or Failure Occasions?? That's Why 2 Locos are Assured By GZB In case of Failure of One of them...

There is No Relationship Between SDAH and HWH in case of ELS. SDAH Base has No 3 Phase Home Support it has to procure it from NR in Case of NDLS Based Trains.HWH only Sends Locos for Rajdhani in Contingency and Other HWH P4's With SF ME trains From SDAH Division are solely due to circulation of P4 Locomotives by various chains.
