Sir there is no har and fast rule that a sampark kranti can only have 1 stop in a different state. Halts are decided on the basis of commercial viability.
poorvottar sk to guwahati has 2 stops in uttar pradesh.....kanpur n allahabad
karnataka sk to yeswantpur has 2 stops in maharashtra.....miraj n pune

There are a few exceptions, but most of the Sampark Kranti trains have only 1 stop per state.

Not dictionary, but a Rule.
Second, if there is more than one stop in another State, note that one of the two/thre e stops may a technical halt: meaning at these technical halts, by rule, passengers are not allowed to book or board the train. These technical halts are for change of crew, locomotive, water and other food supplies.

In india many factor are responcible for stopage.
Example: 2565/2566 has 3 stops in UP and 2full SL quota for GkP+Many 3ac, 2ac 1st ac seats.
And if you cheak booking pattern 300+WL is ragular feature and 95% are to n fro bihar.

in stopage policy on railway discrition works other rulet are for books only.
Ps: infact SK are early Duranto originaly pland as originating state serving trains.but very next RM diluted it.incidantly jansadharan exp(pnbe-nzm), smpoorn kranti, shiv ganga exp, sapt kranti and gorakh dham exp are the first such trains now diluted a lot by next RM.
