24 berths may not be in VIP quota, may be max 12-16 (6-8 per coach). & HO is not only for VIPs. It is used by normal people too incase of emergency. I used HO quota for clearance of my WL ticket in 12825 Jharkhand SK day before yesterday. I am no VIP, but I had to travel to appear for an exam, so I applied for it.
& In Patna Rajdhani in festive season, almost 80% HO is used, in chhath almost 100%.

i will be travelling from jehanabad to patna and i will depart from home before charting and what if on my way i will come to know that it struck to WL as chqrt prepares at 3:10pm. i will be with my wife and a 4yr son

WL 5/6 should go through, 1-2 cancellations for sure. & 2 1st ac, it should confirm. Had it been chhath, then it would have been almost impossible. 75% chances.
