This can work actually they should totally separate non ac and ac classes so that this situation doesn't occur. For non AC classes they can run a train consisting of 12 gs and 12 sleeper this is the perfect coach composition for non ac i think. For ac classes they can run with 12 third ac, 6 second ac and 2 first ac coaches. Non ac composition is perfect imo because gs people will also get plenty coaches and sleeper also. Majority of Indian railway routes are still 110 and running almost ac class trains with less sleeper isn't fair.
