BZA-GDR, BZA-KZJ and BZA-NDD loop line got the funds because they are on the MAS-NDLS/HWH trunk routes (Golden Quadrilateral). It's not because of priority or special preference to BZA division.
Places like Kakinada, MTM, NS got pitlines and originating trains to avoid traffic congestion at BZA. CCT is a convenient point for SCR to handle rakes and also serve entire CCT-BZA section with a single train. It was done for convenience and to avoid platform congestion at stations on the MAS-HWH trunk route. Again, for operational reasons, not preferential treatment.

Hyderabad is simply too big a city for places around HYB to get trains extended from there. HYB can fill a train to any place in the country and there will always be full demand to HYB any time of the year. With such level of traffic from HYB, chances of extending long-distance trains from HYB to any place are very slim - especially from major cities like Delhi/Bombay/Calcutta.
