Probably the Government is scared of harnessing the technological potential here, secondly the track has axle load limitation, for a loco to be capable enough to accelerate to 200km/h in comparatively less time than WAP5 axle load requirement is more than what we have in any IR track.
They are doing mistake imho, they could have used a train set to solve that issue and they can easily save 10 minutes with same speed and 30 with 180kmh and lower axle load requirement, suspension and 3phase both technologies IR does have so what's stopping them to propose an indigenous design that can be much better than the current train is, instead they are going for diesel plus electric locomotive which isn't needed...
