the route will be elevated. hence stations should ideally be elevated without interfering with the existing tracks.
as far as stops at virar and dahanu is concerned, I think these are well thought of. Today the suburban network on western line stretches upto dahanu with population increasing here exponentially.
Today if a person wants to go to virar from bkc by ola or meru, you will have to shell out a minimum of Rs. 1200 and would take a minimum of 90 minutes.
