There are many freight zones in IR which earn a lot of revenue (SECR, ECoR, SER, SWR - zones with lot of mining and industries). This earning is used to cross-subsidize passenger zones. So which of these passenger zones gets too many benefits at the cost of freight zones.

Very heavy loses incurred by Kolkata Metro is borne by IR which is cross subsidised by freight revenues. Rest of Metros are not burden of IR, but of individual corporations.
