If at all they are run on the Delhi-Agra route, they should be fit for the usual 110kmph operations as they seem to have the same bogie structure as the normal ICF coaches. ICF coaches can be easily cleared for 120kmph operations as long as some maintenance norms are met. Since this is a tourist coach that won't see very rough use, there won't be any hurdles in meeting slightly more rigorous maintenance norms. So, it won't be a surprise (Neither is it a technical hurdle) if they are cleared for 120kmph operations 'if' operated on any of the high speed routes.
As others have pointed out, they do not have any special high speed features, as they...
more... are for the casual tourists. Speed-wise, they are just the standard coaches. Whatever speeds the usual rolling stock can run at, so can these coaches. No exclusive features on that end.
