It needs proper political backing. Even a short bypass would require a bridge over the Krishna, which will blow up the budget. When the Kakinada-Narsapur line was proposed, there was another proposal for a Gudivada-Tenali line, to divert freight and some trains away from Vijayawada. But the need for bridges, meant that budget, even for the short Kotipalli-Narsapur stretch was hitting more than Rs 700 crore, and about 200 crores for the bridge over the Krishna. Because of this huge cost for a short line, they are always preferring smaller investments like RRI, or re-shaping the station etc.
A well implemented RRI would have made the situation better, but it looks like the RRI was very poorly...
