Not exactly. Both the system in the above picture and the one in Delhi Metro are similar types of construction, called ballast-less track ( basically there is no need of the gravel and stones that we see around normal railway tracks). These are known as slab track systems, as they are usually laid on a concrete slabs.
The Delhi Metro ( and pretty much every metro in the country) uses a slightly different configuration, where instead of separate sleepers like the ones in the above picture, there is a continuous, elevated concrete slab on which the line is laid. Except the Chennai Metro, all other Metros follow the same standards as set by the DMRC.
