Whether passengers are united or not depends on the region and community. Let me give you an example.
In Mumbai, if one or two or 3 or more persons break a long queue, then everyone will get angry and make those people fall back in line or get out. They themselves will NOT break the line. So, overall in Mumbai, I find that because of this discipline, people are standing quietly and respectfully in a line because they know that it is no use jumping ahead, and also they feel ashamed of breaking the rules.

more... Delhi, if one person breaks the queue, some people will shout. If 2 or more people break the queue, then EVERYONE will break the line, and there will be chaos in no time. In Delhi, I almost never see queues - there's always chaos and fighting. I think queues do form, but break very easily, because people don't have the unity and discipline and respect to enforce it as a community. This is one basic difference between Delhi and Mumbai which I have personally observed in my travels.
If a community of people are united for something, they can make anything happen. It really depends. In some parts of India, people will be VERY QUIET, when it is time to take action. They will IGNORE you.
In other parts of India, people will join in and take united action with community spirit.
That is why, in some parts of India there is total chaos, people travel unreserved, people don't buy tickets, etc.
In some other parts of India, everything is orderly, things happen smoothly, people don't break the law.
This is not to cause offence to anyone. It is just a fact. Just like different parts of the world are different - some places are always fighting and war is ongoing and other places are peaceful. Similarly, different parts of India are different.
