It seems that electrification and signal installation/upgradation will go together. There is no doubt that this route will be more useful to handle Freight traffic compared to passenger one. I can see the benefit that once the electrification will be done, then there is no need of Loco change (WD_ to WA_ or vice versa) at ETW or AGC, if any train diverting instead running through over saturated TDL section.
