You are right.... In the article it is mentioned that there will be 10AC coaches and 8 sleeper coaches !!!!!????? Not sure whether the news posted is authentic.

Correct. This is similar to the other announcement the CM made of the Ranchi-Vellore train. Even the railway officials were not aware of any such notification. It seems the CM is making up his own list !!!!
