OMG, that is a very high standard asked by you.
It is virtually impossible to have a loco having all these and and all the more considering the fact IR hasn't have any experience in making locos >7000HP, otherwise we wouldn't have to approach foreign shores for our next-gen locos.

P6 did not even clear the trials. P3 cleared them successfully.
P6 was a variant of P4, intended for 160 km/h operations. It was provided with Flexicoil mark IV bogies and other upgrades.
P6 locos couldn't clear trials and were restricted to a top speed of 105km/h. They were then used for less prestigious trains such as the Amritsar Exp., Doon Exp., or Janata Express trains.

TE - IR has no stringent requirement as far as passenger locos are concerned. However for freight locos, IR needs more TE along with a good amount of HP.

requirement isn't there but more is always better.
Unlike many other railways networks, India operates long, heavy SG trains almost regularly. As A result India needs passenger trains that run faster (the conventional requirement of passenger train) while have the ability to accelerate with heavy loads.
