All of them cater to different class of traveller while Tejas and VB to the same class and Tejas being expensive and arrives late at Mumbai, travellers have shifted to Vande Bharat which a new version. If u check the current availability from Surat to Mumbai Tejas will go half vacant.

official Vapi arrival time of Tejas and 22961 VB is the same but it seems VB ko priority milti hai over Tejas so VB is taken into Vapi 1st and afterwards Tejas.
But how can both DD and VB reach ADI at the same time?

Sayaji Nagari arrived at Platform no 3 at Bilimora with a 37507 BRC WAP-7 and waited for the overtake. Tejas arrived within 3 minutes with a WAP-7 and overtook Sayaji Nagari from Platform no 1.

proceed with Caution (single yellow) signal was granted to Sayaji Nagari within a minute after Tejas completed the overtake. It was great controlling at Bilimora.

The loco link of Tejas isn't clear as you could hear me mentioning in the video that it is 39149 but 39149 is a P-7 from Lallaguda and it is unlikely to be the link. I may have mistakenly mentioned the wrong number.
