MUMBAI: The number of deaths in the suburban railway section dipped 10% to 2,734 in 2018 from 3,014 the previous year. It is a 20% fall compared to 2014 when 3,423 people lost their lives on Mumbai’s lifeline. It means while on average, more than nine daily deaths were reported four years ago, seven lost their lives last year.
According to the latest railway statistics, jaywalking caused 53% of the fatalities as 1,476 people died while crossing the tracks—again 10% down from 1,651 in 2017. However, the percentage goes up to 65 if one takes into account only unnatural deaths — 491 deaths were attributed to natural causes like illness.

While the decrease in the average number of deaths on tracks is a relief, the numbers still draw attention to two big issues. The first is the crossing of tracks, for which it is not just a lack of infrastructure that is responsible but also an unfortunate commuter impatience in areas where bridges are available. And the second relates to overcrowding, which again highlights the need for more and more workplaces to have staggered timings so that rush hour does not kill.
The second major cause of deaths was fall from trains.
Asked about the average four deaths daily due to trespassing, Sachin Bhalode, senior RPF divisional security commissioner, claimed they had been able to bring down such cases due to “effective patrolling and setting up of boundary walls across the suburban corridor”.
However, some stretches which have slums alongside such as Kurla-Vidyavihar, Wadala-Sewri, Borivli-Dahisar and Mumbra lack proper fencing.
A total of 650 passengers fell to death from running trains last year, which indicates how the railways is grappling with the problem of overcrowding in trains.
The saving grace seems to be the increasing of the height of platforms at all suburban stations. The number of commuters losing their lives after falling into the gap between the train and platform drastically reduced to just 6 last year since 2015 when 40 such deaths were reported. In 2017, as many as 18 commuters died after falling into the gaps— it means 67% fall in fatalities last year.
Passenger rights activist Samir Zaveri, who had filed a PIL in the Bombay high court on track deaths, told TOI : “There is an improvement as the number of people falling in platform gap has come down while the deaths due to illegally crossing tracks has also reduced. However, trains continue to remain overcrowded which is why the number of people falling from train has not reduced in the past few years.”
After trespassing, the second major cause of deaths was fall from trains. A total of 650 passengers fell to death from running trains last year, which indicates how the railways is grappling with the problem of overcrowding in trains. Zaveri suggested that the railways, especially CR, expedite introduction of more 15 car trains which will increase 25% carrying capacity in each rake, and thereby reduce overcrowding.
Another serious issue was commuters dying after being hit by poles. In 2018, there were 18 deaths as compared to 12 in 2017 and eight deaths in 2016. There has been a rise in cases over the past two years, causing concern for railway authorities. A CR official said, “We conduct regular awareness campaigns, make announcements inside trains to passengers not to lean out."
WR chief spokesperson Ravinder Bhakar said: “We have taken all possible efforts to provide more FOBs at stations to avoid overcrowding at certain locations and also to bring down the instances of trespassing. With this objective, WR has commissioned 19 FOBs in 2018 and 4 additional FOBs will be commissioned by March, 2019."
About the due to trespassing, Sachin Bhalode, senior divisional security commissioner of RPF, said enforcing rules and imposing penalty had not much effect in the past. “At few locations, nearly 40,000 people were found trespassing on tracks in a day. How many people will you catch ? The best solution was barricading tracks from both sides and this has reduced fatalities.” Some stretches which have slums alongside such as Kurla-Vidyavihar, Wadala-Sewri, Borivli-Dahisar and Mumbra lack proper fencing.
