CHENNAI: Disabled people and the elderly find it difficult to access the ticket counter at the Nungambakkam suburban railway station as the construction of an elevator has been delayed. The approval for the elevator was given in 2019 and construction commenced for the same, however,

there has been no progress since then.
Sharadha AG (61), who has knee-problem, said the lack of an elevator is causing severe discomfort to climb all the way to the railway station.  "It's a strenuous walk with my knee-problem. It was a good move to put up an elevator taking us to the station’s ticket counter directly but almost a year has passed now," she said. After the relaxation of lockdown, Southern Railway started permitting different sections of passengers to ply in the trains.
Dhayanand Krishnan, a civic activist, who raised this issue with the Southern Railway, said since the elevator is not functioning, people with disabilities are the most affected. "How will people with disabilities climb up the ramp to the station? The lift is required here immediately,” he said. He also said that there needs to be another elevator from the ticket counter to the platform. “This lift would only ferry people till the ticket counter. From there, another lift is required to them to the platform," he added.
Recently, the railways built disabled-friendly toilets but there was no accessible pathway to it. However, after requests, a ramp was built leading to the toilets. Southern Railway officials said they would speed up the process and a lift would be constructed soon. “All the equipment have arrived and it would be opened soon. We are also planning to expand this to other stations,” the official said.
Earlier this year, the Chennai Corporation had also planned a foot-over-bridge across the Nungambakkam subway for easy access of commuters crossing the road. However, that project is in cold storage. Corporation officials said the funds are yet to arrive.

CHENNAI: In a move that may help prevent road accidents near Nungambakkam railway station, Greater Chennai Corporation is to build a foot overbridge above Nelson Manickam Road subway for pedestrians to cross safely.
"Tenders have been finalised and work will begin early February,’’ an official with corporation’s Bridges Department said.
To be constructed at a cost of Rs 5.42 crores, the bridge will be built adjacent to the railway tracks above the subway.

Using the Capital Grant Fund provided by the State Government, the civic body will also build a walkway alongside the Nungambakkam burial ground similar to the one on the side of Loyola College.
“Commuters who exit from the railway station can directly enter the foot over bridge and reach the side of Nungambakkam burial ground,’’ the official said.
With a view to not giving a feel of a burial ground, the civic body has planned to do wall arts and murals. “Further, since Nungambakkam is a crucial railway station, the footover bridge will have CCTV camera working  24*7 for public safety.’’
The width of the bridge will be five metres and will have curved ceilings with a view to not disturbing the trees near the proposed structure.
Currently, there is only one pedestrian crossing at Choolaimedu junction. As a result, many people, including college students, who want to go towards Nungambakkam, tend to cross Nelson Manickam Road at the subway entrance even when vehicles are moving.
This not only affects smooth flow of vehicles, but also poses a serious risk of accidents, both to passers-by and two-wheeler riders.
"After we received many complaints from commuters on the hardship in crossing the road,  a detailed study was done on traffic conditions and patterns of crossing,’’ the official said.
As per corporation data, 1203 people cross the road near the entrance of the subway per hour during office time, which at times touches 4000.
R Radhika, a college student, said a foot overbridge will save time in walking up to Choolaimedu signal to catch share autos.

In a few months, hungry commuters using smaller suburban stations like Annanur, Perambur carriage works, Pattaravakkam and Korukkupet can grab a quick bite at the proposed food stalls which would sell snacks and vegetarian food.
The Chennai division of Southern Railway is in the process of floating tenders to identify contractors for 80 catering units across suburban stations. Apart from the smaller stations, the move will also cover MRTS stations like Tiruvallikeni, Chepauk and Tirumailai.
Additional units will also be coming up at bigger stations like Chengalpet, Chennai Beach, Nungambakkam and Chennai Central.

Sources say that the division has set a target of installing at least 100 catering units in these stations by the end of this year. “This comes after we got feedback from commuters on the need for stalls which at least sell some snacks and tea and coffee. But these units will be providing other vegetarian food items at controlled prices as well,” a senior official said.
This comes at a time when the Indian Railway Catering and Tourism Corporation (IRCTC) has also identified contractors to set up food plazas at two MRTS stations – Thiruvanmiyur and Velachery. The former will come up at the elevated platform, while the latter will come up at the entrance to platform one. Both stations are the busiest of the MRTS stations and the move will come as a much needed relief to the 1.1 lakh commuters travelling daily on the Chennai Beach-Velachery MRTS section. Earlier tenders by IRCTC had failed to elicit response from contractors.
“In the 1990s, catering units were available at all stations and it was helpful for commuters during peak hours as some would miss their meals at home. But for some reason, the units were closed. So this is a good move,” said K Baskar, member of divisional rail users consultative committee.

The Nungambakkam railway station is still waiting for an improved surveillance system
The Swathi murder case has left an indelible scar on the collective consciousness of Chennai. The Nungambakkam suburban railway station, where the tragic incident happened, will forever crop up whenever safety of women in Chennai’s public places is discussed, at least for a long time to come.
While the sad event and related images linger on, a lesson from the tragedy seems to have been forgotten in quick time.

station premises have not been brought under the surveillance of CCTV cameras.
The police were able to track the murder suspect, Ramkumar, only with footage from the CCTV cameras installed at a house located on Station Border Road, found parallel to the tracks of the Nungambakkam railway station.
Following the crime, an announcement was made by the Chennai Division of Southern Railway that CCTV cameras would be installed at 82 railway stations in the Chennai Division including Nungambakkam railway station at a total cost of Rs.40.6 crore with each station, on an average, receiving 16 cameras.
However, except for the construction of a seven-foot-high wooden cabin, meant to serve as monitoring room for the surveillance system, in August last, there seems to be little progress in enhancing security at the station premises.
The cabin remains locked as CCTV cameras have not been installed.
“The hype about security arrangements at the railway station lasted for a while after the murder. However, no one seems to be bothered about it now, except that a few policemen are seen patrolling,” said an official with the Southern Railway.
On the other hand, of 128 railway stations in the Chennai Division, only nine (Chennai Central, Egmore, Chennai Beach, Basin Bridge, Mambalam, Tambaram, Tiruvallur, Arakkonam and Katpadi) have come under significant CCTV surveillance.
Sadly, the Nungambakkam railway station does not even have a separate station master to take care of the civic and safety aspects at the station premises. The railway station is currently attached with the Mambalam railway station.
Even petty criminal cases and run-over cases at the Nungambakkam railway station have to be registered at the GRP (Government Railway Police) station in Mambalam railway station.
“Efforts will be taken to install CCTV cameras at the earliest,” said a railway official.
