Increased focus on safety at railway stations, particularly on foot overbridges and platforms, comes after the Elphinstone Road station stampede.
In order to prevent a second stampede incident at railway stations this monsoon, the Central Railway (CR) will, for the first time, organise mock drills at four stations today. The drill will be organised between 11am and 1pm at Parel, Chinchpokli, Currey Road and Dadar railway stations. The aim of the drill is to control and monitor crowd at the stations.

“Extra deployment of staff will be done at crucial locations. The staff will also be sensitised and made aware of crowd control. The drill also helps us identify the passenger movements that will help during monsoon,” said Sachin Bhalode, senior divisional security commissioner, CR.
The increased focus on safety at railway stations, particularly on foot overbridges (FOB) and platforms, comes after the Elphinstone Road station stampede on September 29, 2017 in which 23 people lost their lives. Thirty nine others were injured.

आकर्षणाचे केंद्रबिंदू ठरणारी मध्यवर्ती शहरी रेल्वे स्थानकातील गर्दी ओसरू लागली आहे. यामधे छत्रपती शिवाजी महाराज टर्मिनस (सीएसएमटी) ते परळ आणि चर्चगेट ते महालक्ष्मीपर्यंतच्या स्थानकातील गर्दीत घट झाल्याचे रेल्वेकडून सांगण्यात आले.
पश्चिम आणि मध्य रेल्वेवरील मुंबई उपनगरीय रेल्वेचा पसारा खूपच मोठा आहे. पश्चिम रेल्वे चर्चगेटपासून डहाणू तर मध्य रेल्वे सीएसएमटी ते कर्जत, कसारा, खोपोली आणि पनवेलपर्यंत आहे. गेल्या काही वर्षांत या मार्गावरील स्थानकातील दररोजच्या प्रवासी सख्येत लक्षणीय वाढ होत आहे. पश्चिम आणि मध्य रेल्वेच्या उपनगरांतील स्थानकांतून प्रवास करणाऱ्या प्रवाशांची संख्या दिवसेंदिवस वाढत आहे. तर शहर भागांतील रेल्वे स्थानकातील दररोजच्या प्रवासी संख्येत कमालीची घट होऊ लागली आहे.

पश्चिम रेल्वेकडून मिळालेल्या माहितीनुसार, या मार्गावरील बोरिवली हे गर्दीचे स्थानक ठरले आहे. सध्या या स्थानकातून दोन लाख ८२ हजार १४० प्रवासी दररोज प्रवास करतात. त्याआधीच्या वर्षांत हीच संख्या दोन लाख ८१ हजार ४७८ एवढी होती. त्याखालोखाल अंधेरी स्थानकाचा नंबर लागत असून दोन लाख ५१ हजार १२९ असणारी प्रवासी संख्या दोन लाख ५६ हजार ५६१वर पोहोचली आहे. बोरीवली पुढील नालासोपारा स्थानकातून प्रवास करणाऱ्या प्रवाशांच्या संख्येत तर मोठी वाढ आहे. आधीच्या वर्षी दोन लाख १६ हजार ७९ असलेल्या प्रवाशांची संख्या थेट दोन लाख ३१ हजार ७८९ झाली आहे. मध्य रेल्वेवरही हीच परिस्थिती पाहण्यास मिळते. याआधी ठाणे स्थानकातून दररोज प्रवास करणारी प्रवासी संख्या दोन लाख ४३ हजार ५०४ होती. तीच आता दोन लाख ५६ हजार १४९ झाली आहे. डोंबिवलीतून दोन लाख ४२ हजार ३९७ वरून आता दोन लाख ४७ हजार २०६ आणि दिवा स्थानकाची ९३ हजार ६०५ ही पूर्वीची प्रवासी संख्या वाढून तिने एक लाखाचा आकडाही पार केला आहे.
एल्फिन्स्टन रोडही गर्दीचे
एल्फिन्स्टन रोड स्थानकातील दुर्घटनेनंतर या स्थानकातील गर्दीही वाढली आहे. सध्या याच स्थानकातून रोज ८१ हजार २२० प्रवासी प्रवास करतात. या आधी ७८ हजार ७८३ प्रवासी प्रवास करत होते. रेल्वेने या स्थानकातील सुविधांकडे आता लक्ष केंद्रित केले आहे.
शहर स्थानकांतील गर्दी ओसरली
मुंबई शहरांतील चर्चगेट ते लोअर परळ आणि सीएसएमटी ते परळर्पयच्या स्थानकातील प्रवासी संख्येत घट झाली आहे. सीएसएमटीतून याआधी एक लाख ४९ हजार ४६८ प्रवासी प्रवास करत असतानाच आता एक लाख ४४ हजार ९८१ प्रवासी प्रवास करत असल्याची नोंद आहे. मस्जिद, सॅन्डहर्स्ट रोड, भायखळा, चिंचपोकळी, करी रोड, परळ स्थानकातही हीच परिस्थिती आहे. परळ स्थानकातून दररोज प्रवास करणाऱ्यांची संख्या २६ हजारांवरून २५ हजार ११६वरआली आहे. पश्चिम रेल्वेवरील चर्चगेट स्थानकातील प्रवासी एक लाख सहा हजारांवरून एक लाख दोन हजार २४१वर आणि महालक्ष्मी स्थानकातील प्रवासीसंख्या ४४ हजारांवरून ४३ हजारांपर्यंत झाली आहे.

In a bid to dissuade people from crossing tracks and entering rail premises using illegal entry or exit points, the Central Railway has started erecting barricades using concertina wires. The railways are currently identifying areas where these fences can be installed.
The process has been kickstarted at two stretches on the Thane-Airoli section, on Currey Road-Chinchpokli stretch and between Parel and Dadar.
"We are placing these concertina wires at these stretches where trespassing is rampant," said SK Jain, Divisional Railway Manager (Mumbai), Central Railway.

railway officials said that they want to give this method a try as unscrupulous elements are damaging and breaking cement walls to create spaces to move in and out of the rail premises. Despite this, the multi-disciplinary audit teams have asked for a 17.5-km long concrete wall to create rail boundaries. A few years back, the Railways had fitted pointed barricades between rail lines to ensure that people do not cross over but were removed after reports of commuters getting hurt while jumping from the train onto the tracks.

Mumbai: Mumbai’s Central Railway is all set to get new foot over bridges (FOBs) and escalators by mid-2018. According to CR officials, Central Railway will get 14 new FOBs and 52 escalators.
The projects are expected to be completed within 8 months from the time it is sanctioned. There will be multi-disciplinary teams set up to look into the places where extra bridges and escalators are needed. This team submitted its report last week.

Dadar, Mulund, Ambivali, Titwala, Vasind, Atgaon, Kasara, Ulhasnagar and Tilak Nagar are among stations where additional bridges have been proposed, while four bridges at Kurla, Vidyavihar, Currey Road and Chinchpokli have been proposed for extension. These will be in addition to the 221 foot overbridges existing in the Mumbai division of the CR.
“The audit teams have identified these locations based on various factors that include the footfall at the stations and peak hour rush. We have sent the proposal of constructing these bridges and escalators to the Board. This will ensure early construction,” S K Jain, Divisional Railway Manager (DRM) of the CR said to Indian Express.
Almost Rs. 180 crore has been proposed for the bridges and the escalators. “We have also felt the need to employ 251 external security personnel, in addition to the present staff of Railway Protection Force (RPF) and Government Railway Police. They will be employees of the Maharashtra Security Force (MSF) and will manage crowds at railway stations,” Jain said to Indian Express.
Jain added the railways has begun demarcating the area at a distance of 150 m outside stations to be declared as no-hawking zone. “The BMC has identified ward officers who would directly handle the issue of hawkers at stations. Commuters can also complain to RPF and station masters against hawkers.”

The Husains, who had come from Rajasthan, were probably taking a shortcut to their lodge when they were run over by a train.
Three members of a family from Rajasthan were killed near Byculla station Thursday night after a suburban train ran over them while they were crossing the tracks. All three died of severe head injuries.Hussain Abdul Hussain Hawaldar (60), his wife Fatema Hussain (50) and daughter Jahara Hussain (30) had alighted from a Bhusaval passenger train which had halted at a signal near Sbridge between Chinchpokli and Byculla railway stations at around 8.20 pm. A doctor at the hospital said the victims were brought in dead. "There were multiple cuts all over the bodies. All the cuts were deep," Dr J B Bhavani, medical superintendent St George Hospital, said. The postmortem was conducted on Friday morning after which the bodies were handed over to deceased's relatives."The family from Banswara had visited a relative at Vasind in Maharashtra; from there they headed to Mumbai last evening for some personal work," CST GRP Inspector Surendra Deshmukh said.
A relative of the deceased told the police that the three victims were initially headed to CST but seemed to have changed their plans after the train halted near Byculla station, from where they could just cross the tracks to reach the lodge where they were booked to stay.
Trains like the Bhusaval passenger generally stop for a long time at the S-bridge waiting for avacant slot at CST. "We have brought this improper management issue -- which prompts outstation passengers to move out and cross the tracks -- to the notice of the department concerned ," a police official said.
According to railway officials, around 3,500 people die annually in suburban railway accidents. "These include people falling from trains and also crossing tracks, either to catch trains or exit stations using shortcuts," Deshmukh said, adding that close to 40,000 track deaths had been reported in Mumbai during the last decade.
