of the network, as part of its target of achieving net zero carbon emission. The zone plans to electrify 692 route kilometres by March 2022.
As per the green initiatives being implemented across the Railways, the entire rail network is being electrified to provide greener transport and reduce carbon footprint. In South Western Railway, electrification work, being taken up jointly by Rail Vikas Nigam Ltd. (RVNL) and Central Organization for Railway Electrification (CORE), is in full swing.
In the period from July 2020 to March 2021, 477 route kilometres of electrification work has been completed and the zone has also received authorisation from the Commissioner of Railway Safety. It includes 99 route kilometres between Rayadurga-Thalaku-Chitradurga, 103 route kilometres between Kariganuru-Harlapur-Hulkoti, 65 route kilometres between Hubballi and Alnavar, 85 route kilometres between Anekal-Periyanagathunai-Palakodu and 125 route kilometres between Kudgi and Hotgi.
In the current financial year from April 2021, 122 route kilometres of electrification has been completed so far. It includes 33 route kilometres between Alnavar and Londa, 33 route kilometres between Chitradurga and Chikjajur and 56 route kilometres between Chikkabanavara and Tumakuru.
Further, 570 route kilometres of electrification is targeted for completion in the current financial year ending by March 2022. The electric loco trial between Hulkoti and Hubballi Bypass East (39 route kilometres) was conducted successfully on November 4.
As much as 76 route kilometres between Palakoddu-Sivadi-Omalur, 45 route kilometres between Yelahanka and Chikkaballapur, 20 route kilometres between Kalgurki-Wandal, 11 route kilometres between Londa and Tinaighat, 113 route kilometres between Arsikere-Birur-Chikjajur, 61 route kilometres between Mysuru and Chamarajanagar, 48 route kilometres between Gadag and Hole Alur, 60 route kilometres between Tumakuru and Kardi, 47 route kilometres between Tinaighat and Castlerock and Kulem and Madgaon and 44 route kilometres between Bangarpet and Srinivaspur are also targeted for electrification in the current financial year.
Before 2017, only 208 route kilometres between Bengaluru and Jolarpettai was electrified in the zone. In 2016-17, electrification of 259 route kilometres, in 2017-18 electrification of 95 route kilometres, in 2018-19 electrification of 41.6 route kilometres and in 2019-20 electrification of 143.1 route kilometres have been completed. Electrification has now been completed between Hubballi and Ballari and Ballari and Rayadurga. Electrification between Hubballi and Bengaluru is expected to be completed by March 2023. As per targets, by December 2023, all the major routes of the zone will be electrified.

The Karnataka High Court has directed the Union Ministry of Railways and other respondents to file in a months time their statement of objections to a petition filed seeking to reduce speed limit of trains passing through dense forest during the night time on the Hospet-Vasco and Londa-Miraj railway line, to avoid animals being hit by speeding trains.
A division bench of Chief Justice Abhay Oka and Justice Suraj Govindaraj while hearing a petition filed by one Giridhar Kulkarni. The plea states that the two railway lines pass through dense forest areas of Dharwad, Belagavi and Haliyal territorial forest divisions including Dandeli Sanctuary. gaur and other animals. Many of these animals are listed under schedule 1 of Wildlife Protection Act.
The plea also states that according to records collected by the petitioner, since 2014 an alarming number of accidents have occured on the two railway lines due to overspeeding trains resulting in the death of 60 various wild animals including 2 elephants, 49 indian gaur, 5 sambars, 1 sloth bear, 1 wild dog, 1 wild pig and a deer. Further it is said if the headcount of other reptiles and amphibians are accounted for the number reaches dismal proportions.
The petition refers to the two orders passed by the Supreme Court in WP no 107 of 2013 by which the apex court issued directions to the railways all over the country to reduce the speed limit of running trains that are passing through dense forest. In case a speed limit is not followed, appropriate action should be taken against the erring drivers and officials concerned.
It is also claimed that petitioner has made several representations to the authorities and even by Forest officials to the Railways for undertaking mitigating measures there has been no steps taken and deaths of wild animals continue to take place due to train accidents on the Hospet-Vasco and Londa-Miraj, railway lines.
The petitioner has also said that failure of Railways to take necessary steps to avoid accidents of wild animals with trains despite several requests made, is in violation of precautionary principle and the principles of integrated equity and sustainable development upheld by the Apex court in many cases. Further, the respondents failure to protect the wildlife is in clear violation of the fundamental duty of the respondent under Article 48A of the Constitution of India.
It is said that since the alternate railway line between Belagavi and Dharwad districts via Kittur has already been sanctioned by the state, it is important that steps are taken to establish the same at the earliest to render the Hospet-Vasco and Londa-Miraj railway lines redundant.
The plea prays for directions to the respondents to form a joint committee and conduct a joint inspection and prepare a mitigation plan in detail explaining the measures to be taken to prevent train accidents of wild animals. Direct the Ministry of Railways to consider and implement all suggestions given by the committee. Further to direct the Ministry of railways to strictly comply with orders of the Supreme Court by reducing the speed limit of running trains on the two railway lines while passing through dense forest. It is also prayed for directing the railways to take up mitigation measures like constructing underpass/overpass, putting proper signage boards to alert loco-pilots, and educating the loco-pilots regarding the necessity to reduce speed limit while passing through forest.

These petitioners are a complete joke of human intelligence. Will reducing train speeds at only night solve the problems of animals being run over by trains ??
Instead of suggesting such stupid measures they should have suggested building some strong walls near the sensitive areas and construction of underpasses for animals crossings at regular intervals.
And why always target railways what about animals being ran over by road vehicles. I see cats dogs cows and snakes being ran over over by rash drivers everyday no one asks for speed limts there why

Clearly these seem to be attempts by the lobby of bus operators who are literally scared looking the progress SWR is making in terms of doubling and electrification works.
I think it's time now Railways themselves take up the issue of animals being ran over and do something positive like construction of strong barriers around the tracks and underpasses for animals to cross safely. I think Railways should have developed such measures long back when such incidents were regularly reported in Assam.
Strong economic development with environment protection should be the way and not environment protection at the cost of halting development.

Retired forest officer A N Yellappa Reddy, who headed the department of Ecology, Environment and Forests, has warned that the linear projects in the Anshi National Park will lead to irreparable damage to the unique ecosystem of the Western Ghats.
Opposing the proposed track doubling of the Tinaighat-Colem section of Hosapete-Vasco Da Gama line and widening of a NH-4A between Panaji and Belagavi, he said the government nod to the projects show complete disregard to the environment, which has already suffered a huge blow due to the existing projects.

He said the projects have not been subjected to scrutiny. "The two projects will virtually destroy the (wildlife) corridors irreversibly and permanently curtail the genetic flow and stability of fauna and flora. The Wildlife Institute of India and all the other departments of Government of India are also aligned to blindly promote this (doubling) project without  understanding the damages," the renowned environmentalist lamented.
The retired officer, who served in the Anshi National Park, urged the government to drop the proposed highway project and the doubling of the railway tracks.

Shri A.K. Rai, Commissioner of Railway Safety (CRS) inspected electrification of 65 Route km (RKM) between Hubballi and Alnawar o­n 08.03.2021. He inspected Traction Substation (TSS) at Hubballi, Sub sectioning & Paralleling Post (SSP) at Dharwad, Kambarganvi, Kashanatti and Sectioning & Paralleling Post (SP) at Kyarkop, inspected Overhead Equipment, Level Crossing Gates, Foot Over Bridges etc. in the section. He also conducted Speed trial with AC Loco from Alnawar to Hubballi. This is the part of Hosapete - Hubballi – Vasco Da Gama section. The Electrification work is being executed by Rail Vikas Nigam Limited (RVNL). Electrification between Kariganuru – Harlapur (73 RKm) was completed this year. With this, Electrification work has been completed from Hosapete to Hulkoti (99 Rkm). Shri Arvind Malkhede, Divisonal Railway Manager of Hubballi, Shri Manoj Mahajan, Principal Chief Electrical Engineer/SWR, Shri M. Ramakrishna, Chief Project Manager-Railway Electrification/RVNL, Shri Dinesh Jain General Manager/RVNL, Shri H. Vijay Kumar, Joint General Manager/RVNL and others were present during the CRS inspection.
Electrification will significantly improve mobility of trains o­n SWR and strengthen Rail network in Karnataka. In addition to reduction in pollution, efficiency of Railway will improve due to shift from fossil fuel to electricity.

Work between Hulkoti to Hubballi and Alnavar to Castle Rock is in progress and is targeted for June 2021. All the mandatory works such as tests and inspection by senior Railway officials have been completed. Mandatory Electric Loco trial prior to CRS inspection was conducted on 3rd March in this section. With this 138 Km has been completed on this section.
Indian Railways has aimed to complete Electrification of it’s Broad gauge network by 2023. Work on electrification projects on South Western Railway is in full swing and 162 Km will be inspected by Commissioner of Railway safety in coming three days i.e. 7th, 8th and 9th Mar.2021. Rail Vikas Nigam Ltd. is executing the works of Electrification in Hubballi, Vasco, Ballari to Chikjajur & Baiyappanahalli to Salem Routes.
On Bengaluru Division, 47 Rkm between Periyanagathunai – Palakkodu, which is part of Baiyyappanahalli – Omalur Section, will be inspected by CRS on 07.03.2021. So far 72 RKm between Baiyyappanahali – Anekal Road – Periyanagathunai has been commissioned in this section. With this, total of 119 Rkm out of 196 Rkm will be completed which will facilitate faster running of trains between Baiyyappanahalli and Omalur and also suburban train services.
On Hubballi Division, 65 Rkm between Hubballi and Alnawar will be inspected by CRS on 08.03.2021. This is part of the Hosapete – Hubballi – Vasco section. Electrification between Kariganuru – Harlapur (73 RKm) was completed this year. Hosapete to Hulkoti (99 Rkm) work of Electrification has already been completed .Electrification Work between Hulkoti to Hubballi and Alnavar to Castle Rock is in progress and is targeted for June 2021.
