Slightly higher fares only in 3% of total trains running, clarifies govt

On 14.01. 2021, Railway Officials claimed that high ticket prices as claimed by some media is baseless, but the same Indian Railway officials on 23.02.21, are saying that ticket prices are made high to discourage passengers from travelling. Which is correct statement?
This government is making public fool everyday. They thinks public don't understand or public don't know anything, that IR is running festival special trains with additional fare since last year only.
Also on Twitter IR has posted their same reply on January 2021 about tkt price
