Sir, in AC class, WL passengers are strictly not allowed, but in SL they are. Plus, GS and MST also crowd non-AC coaches. If you don't mind, I personally call SL class (3 tier second) as 3rd class by all means of the railways. If you are lucky enough to get a confirmed seat/berth, you may get to sit (more lucky to sleep).
On what grounds you have this 5% theory? I am referring to CAG reports you know?
I said with disclaimer earlier, "after April 1st"... When both of dynamic and increased food fare will burden collectively...
It is about people you know. Not dependent on any reports. Has anyone you know started using other mode of travel recently and stopped using railways completely or mostly? Take last quarter (Oct-Dec) for consideration. One out of 20 will give you 5%.
