I feel that if situation doesn't improves by 15th , they may impose a health emergency giving powers to army deployment and any one obstructing medication or clinical work, breaking curfew/lock down may be put directly in prison without any trial.
As situation is worsening day by day, if the trend continues, the situation will go out of control. Also, our health system is not so capable as of Italy/USA to cope up with such a large no of patients at a time, they will have do some thing to avoid breaking down to that breaking point.
