Govt should do this 1 week ago.. so that in 4-5 days these things will be in hand..
They must do it in stage 2 or say week 2...

Both point of views are right. Situation would be un-manageable in villages/smaller towns if virus spread, due to lack of test facility/medical
But at the other side, those worker would not be able to sustain in big cities in case of lock down, would not be able to maintain social distancing as suggested.
We are in a critical and challenging situation :-(
