That they have placed in the device in the loco will make the system working dependent on that particular loco. Trains routinely get different locos of same shed or offlinks.
Was it possible to place it on any part of the rake like generator van /EOG/guard room to remove this dependency

If data feeding is concerned , train guards are in better position to feed timing/delay/stoppage or route related data instead of LP.
So, guess that data feeding would be a once per trip job and rest would have been taken care automaically.

It is better to have it in the locomotive itself. It will be powered by the locomotive directly, and it can be integrated with the system that monitors the locomotive's health. That way, both the locomotive's current working condition and location can be sent to the control center.
When a new loco is attached to the train, they just have to change the train number, for that loco, in the system.
Coaches also get shuffled around during primary maintenance and do not have any data transmission systems built-in. It would be better
