Pls note that ECoR is exclusively for the state of Odisha, just like most other railway zones.All big (geographically) states got zones assigned to them. So, nothing wrong with them favouring the steps.
And how is cursing Odisha at every Odisha related blog helping Visakhapatnam ??

Ideally, it should have been with SCR, but mix bureaucracy with politics and you get present day VSKP, They have kept the door open for the zone, too. might come in handy now that AP has divided, BTW why curse Odisha? The state is contributing 50% of all the projects' cost just like all other states. :)
