It is basically poor planning. In addition to electrification , electric loco sheds are to be provided so that the trains can run with Electric engines. Karnataka,Rajasthan are among the mainland states with worst track record of Railway electrification, besides North East. Even today trains to Jaipur ,capital of Rajasthan, run with Diesel locos.

SWR can easily electrify the rest of the sections except the ghats in the Kulem-Castle Rock in Braganza Ghats and Subrahmanya Rd- Sakleshpur in the Shiradi Ghats.

GIPR could electrify the much steeper Bhor and Thull ghats more than 75 years ago, so this should be much easier.
