It would provide employment to local artists as well as would promote local art & culture. Promoting art, cultural & heritage is also Important otherwise we won't be having UNESCO in existence and indian government won't be spending crores on preserving heritage sites and setting up institution like "Sangeet Natak Akademi". Governments around the world promote local art and culture, India is also not an exception.

Railway work is to carry passengers from one place to another place. Not promotion of local artist. There is a art and culture ministry also they will take care local artist.
Railway maximum projects are delayed. Railway financial condition is not very good. In such conditions wasting money...... It won't be justified.

Role of railway to complete its projects on time. I hardly listen any project completed on time. Art and culture will give employment to artist.
