The Most important thing you forgot to mention is that when people entered in Metros, Airports or Malls, they see high security every where which stop them in doing wrong things in these places , not only littering or spitting, they even behave well with person if the accidentally touch or hit another person. So the Main factor is Security, while outside the security is nil and goons get the chance to mess with people and places.
