PATNA: Concerned over safety of the passengers, the railways is planning to introduce a new safety device, particularly in locomotives, to keep loco pilots on high alert. This Vigilance Control Device (VCD) is at present on trial.

The official told TOI that though loco pilots are given walkie-talkie set to get in touch with the station master and cabin man in case of any doubt about signal failures or any other fault in the operating system, it has come to light that most of these pilots hardly use it which often results in derailments or mishaps on tracks due to human error. This device would at least check such mishaps by keeping the pilots alert while on duty, he said.
According to sources, the railways intends to test this device on such pilots of mail and express trains in South Central Railway (SCR) and East Coast Railway. The device, which is known as Driver Vigilance Telemetric Control and Monitoring System, will be tested on 20 pilots of mail and express trains. The railways would introduce this system in other vulnerable zones after its successful trial, sources said.
According to a Board official, the device is so sensitive that it can identify the situation in advance whether loco pilots are awake or sleeping. The system is so foolproof that if it is unacknowledged by the drivers, the emergency brakes would be applied automatically, he said, adding the railways would install this safety device in about 3,200 electric locomotives across the country.
According to sources, Board chairman Vinay Mittal had recently held several rounds of meetings with the railway minister, Board members and GMs of other zones of the railways to further beef up safety measures on railway premises and running trains.

Taking a nap for the rail engine driver will not be possible as the Railway is going to install Vigilance Control Device to keep a tab on the alertness of the driver so as to enhance the safety of the passengers.In a bid to prevent train accidents (due to unalertness of engine drivers) the Indian Railway on the move for a major safety is upgrading the railway engines with a new emergency braking system — VCD (Vigilance Control Device), which will enhance passengers’ safety by automatically stopping the train if a driver doesn’t perform a regular task such as accelerating or braking for a stipulated period of time.The VCD is designed and manufactured to enhance the safety of the passengers by ensuring the alertness of the engine driver all the time. this system at Bokaro Diesel Loco Yard, informed A K Halder Divisional Railway Manager of Adra division in South-Eastern Railway.Meanwhile, railway has planed to equipped all the diesel and electric locomotives with VCD by March 2012. About 1,764 diesel and 550 electric locomotives have been provided VCD with an expected expenditure of Rs 245 crore, the railway sources informed.According to the company technical experts involved in installing of the equipments said VCD is a microprocessor based multi-resettable system that gets reset input from various interfaces in loco, as well as from satellites using Global Positioning System (GPS). It calculates and determines the state of driver as well as locomotive and gives audio-visual indication, text message and alarm followed by action as appropriate along with data logging for diagnosis.“VCD is a microcontroller based safety device which will automatically apply penalty brakes in case the driver is incapacitated, dead or fast asleep. VCD will give cyclic warning to the driver. Based on drivers reaction to this warning (in terms of any of the pre-defined sets of actions to be done by the driver), the system will automatically reset the alerting cycle.In case the driver fails to acknowledge to the initial alert signals, a set of additional alert indications are given. Failing to respond to these additional alert signals also will result in automatic application of penalty brakes”, expert added (on subject of anonymity).These pre-defined set of actions are regularly monitored by VCD system and VCD cycle is reset whenever any of the above actions takes place. In case the driver fails to acknowledge the alerter warning signal during initial time period (say 60 sec), an additional indication in form of blinking LED will be given for pre-defined time. After the predefined time if acknowledgement is not yet received, an additional audio alarm is given. If the driver further fails to acknowledge the alarm, automatic application of brakes will take place and Engine is brought to idle speed, informs the expert.
