Yes, unreserved tickets have to be brought from PRS, You may bring 3 days before the date of journey itself. I do not know whether "any PRS". Only From stations with UTS facility. Other stations issueing card tickets are not authorised to issue tickets validating journey from other stations. 3 days before the date of journey is there any minimum kilometer condition? i do not remember, but something like "200 kms" comes to my mind now.
