yes,you are entitled to get full refunds of all the passengers. Only 20rs per passenger will be deducted,if cancelled within timelimits even after charting. If even a single passenger in an entire pnr ends up in rac/wl...the entire ticket is deemed wl/rac...and refund is full refund minus rs.20/passenger
