What makes you think it is faster
I just checked the train route on Google maps, with own vehicle it shows 13+ hours following the route of the train, and that is just driving
Adding lunch/dinner stop, refueling stop, etc plus the other halts that bus takes and the total journey time would easily exceed 15 hours.

A direct route, would obviously, take much lesser than that, but the point of this train was not to just connect karwar to bangalore, but rather entirety of coastal karnataka to bangalore.

Jk, electric loco ka shayaad availability nahi rahega as many trains are being operated towards north, same being the issue with e loco crew.
There are other issues, most notably with height of OHE and top of tanker being quite close and no earthing being done between tanker body and rails, but if that was the main issue they would have taken non electrified route outwards.

"OHE power block demaned 2.00hrs, but traffic power block given 13.05-14.35hrs for OHE height increasing for Oxygen spl passing between Niwar-Katni South, Power block cancelled at 14.50hrs. Major Section: JBP-KTE, Minor/Sec-SBD-KTES"
As mentioned above there is issue with OHE height and the risk of arcing and subsequent explosion as the tanker passes very close to overhead wire in certain areas. Having diesel loco helps in this case.
