He wants diversion of all Delhi & Mumbai bound trains currently running via MFP, SPJ, HJP to SMI, NKE route! What kind of illogical & envious demand is that? What about passengers of the current route? It's a classic example of robbing Peter to pay Paul. Why so much hatred for the people of SPJ, MFP, HJP?

No, axle counter can't detect broken tracks. It's used in signalling system as it counts the number of axle entering/exiting any section. In contrast to conventional track circuit which fails to work in flooded conditions, axle counter can do its job.
