It remains disabled for new members by default. Those members are enabled for imaginary trains after requesting to the Moderator or Monitors.

It's actually present there. Got hidden behind the word "siding". When I checked in the satellite mode (which is used by the Atlas Monitors for map correction and plotting), I found it at the right location.
