Seems like Prayag is more crowded now and it is not even snan days. At what time do you suggest we should start walking from sector 21 after Maghi Purnima snan to catch a train at midnight the next day(14th Feb 00:15 hrs), accounting for the many diversions to regulate the crowd? The earlier we leave the better or should we wait for the crowd to get thin? I am planning to start by 4-5 pm on 13th Feb. Travelling with 4 senior citizens.

Agree:Traffic is more towards the city.

Traffic entering in city from new Yamuna bridge and there was jam but not on going towards naini

Crores of devotees are arriving daily, it will get crowded.

Depends on where your train is from, Sector 21 is near Jhunsi if I reckon correctly. Not much of a walking distance, an hour or two would suffice. Naini is almost similar. If you've to reach Prayagraj, you'll have to cross the pantoon bridge and walk towards Civil Lines, a couple of hours or three, I suppose.

If crowd is manageable, leave as early as you can, as you're with senior citizens. Mela Authority runs battery carts till Chungi for senior citizens, if you're going towards Prayagraj. It's better to wait at the station than to miss your train.
