Just before IRTTC, RB can organise zonal or divisional wise meeting of select RFs say in a Saturday or Sunday and discuss the proposals and other details which will better have fruitful outcomes and can be easily discussed in IRTTC. In a couple of years, actual ZBTT effect can be seen with minimal congestions and maximum earnings.
