Plebiscite was forced on Sylhet people. Lord Mountbatten wanted Partition of Kashmir, not Bengal. See 1947 India in Wikipedia click here

Clearly written , it was SP Mukherjee who urged Hindu population of Sylhet to move in Cachhar, Tripura, Assam & NEFA(NE India was known by NEFA till 1950). This made Muslims majority in Sylhet & thus Sylhet referendum happened.

Mukherjee also did a blunder by taking part in Muslim League enforced illegal Plebiscite on Kolkata, which he lost. 1946 Returned in Kolkata & once again Gopal Pathha, Boro Gopal & Ranochandi saved people of Kolkata. They brought down Kolkata Muslim League HQ. But WB lost Jessore, Khulna, Barisal & Half of Dinajpur to East Pakistan to save Kolkata.

To save Kolkata and Chicken Neck (Siliguri Corridor) Murshidabad and Malda two Muslim majority districts were given to India in exchange of Khulna Hindu majority and Chittagong Hill Tracts Buddhist majority were given to Bangladesh
And Sylhet had a referundum to join a side.

Chicken neck Corridor!!! WB got all of Dinajpur. But lost Half of it to save Kolkata. See India 1947 Wikipedia. WB got West Malda during Partition.
Also whole Murshidabad was not given to WB, only Farakka-Jangipur-Azimganj portion were given. Posting Map of WB after 1947 Partition.

Murshidabad was the cultural capital of Bengal before Kolkata was settled by Britishers
The main Murshidabad area having Nizams had Muslim majority but still it was given to India because so that India has a route towards North East region but in exchange we had to give Khulna a Hindu majority district
Same condition with Malda, West Malda was Muslim majority and still is! But it was given to India for the same reason the chicken neck but then India had to give Chittagong Hill Tracts Buddhist/Dharmic majority region to East Pakistan.
