Yes it is really very sad that due to shortage of coaches many important SER trains cannot be restored till date. But there is a plan to restore some trains as coaches available:
1. After LHBfication of HWH-ADI Exp, SHM-HYB East coast exp and SHM-PNBE Duronto Exp ts coaches will be used to restore:
A. SHM-LTT Exp
B. Frequency increase of HWH-JDB Samleswari

SRC-MAQ Vivek Exp with SHM-BHUJ Exp only not other RSA partners

2. After LHBfication of HWH-DGHA Exp its coaches will be used to restore
A. KGP-HTE /KGP-KUR Exp
B. Replace some coaches in HWH-PRR Rupasi Bangla, SHM-BJE Aranyak, HWH-PRR-RNC ICE
C. HWH-ADRA Rani Shiromoni Exp (If CBC Coaches r not available till date from KGPW)

3. After LHBfication of TATA-ERS Exp its coaches will be used to run
A. TATA-JAT Exp Weekly/Bi-Weekly

4. SRC-MAS Antodaya Approved to restart by RB but possibility of this train can be converted to Gati Shakti full AC 3T Economy train.


Note:I don't have any official documents on these plans. But these phasewise restorations will happen. RB not at all allocating enough SLEEPER coaches to SER. If some ICF coaches available soon some trains will be restored earlier
