Staff should be available, and we don't know whether all TSS on the line are commissioned.
Until full electrification doesn't happen some staff will have to be retained as D loco pilots, which means some trains will have the issue. Also, SEC (Specific Energy Consumption) of passenger train is more and if all TSS aren't on line there will be issue with voltage drop on line as many trains pull in power.
That said, why not after Delhi? That line has been electrified since years now, surely they shouldn't have an issue with...

Delhi Jn can surely undertake change of loco, becoz on exit of Delhi towards GGN, there is a bridge with low height too.

yes, i agree with your point and if they not able to provide end to end e-loco then till delhi it should be pulled by e-loco and with that lhb rakes also be given to this train now..
