I have a question in my mind. From 1st June IR has started rerunning some of the trains, but as 'Covid 19 Special'. Now my question is, why those trains are being run as 'Special' even though virtually same service is running with same rake, same stoppage, same name and same time table? Why not running the regular train itself? What could the reason be behind it?
**Notable Examples: Rajdhani Covid Special, Sampoorn Kranti Covid Special, Poorva Covid Special etc.

Doesn't make a difference. If they are starting a train with the same name (with the added - Covid special tag), the same halts and the same timetable, people with canceled tickets will complain. It doesn't matter if it's a special or regular train.
With a regular train, the matter can be taken up legally. Someone whose ticket was canceled can go to court about it. With a special train, the railways have no such problems They can change the halts, cancel on a short notice, divert between stations and do whatever they want without worrying much about legal issues.

with the changes in halts and terminating stations for some trains, if they were to run them as regular trains, they'd have to change the details of the train in the CRIS database and then revert back to the original after regular operations are resumed. They can avoid this hassle by running a special train with a different number and a different database entry.

I raised this question on 22nd May when 200 trains list was announced though timings are same rake is same, fare is same.. Anyways now a little clarity to this is many states are not allowing stops in their states so temporary elimination of stops in regular trains is a confusing task. Also cancelling a special train is easy in exigencies for railways instead of announcing and cancelling regular trains.(as a special train itself is a temporary train)
Railways has used the time slot of regular trains to avoid any confusion for passengers.

Agreed, but isn't naming those trains after regular trains creating more confusion? For example, you can always run a special train in the vacant slot of a regular train, but why naming that special after that regular?

No railways has planned to introduce special trains only as I told temporary trains. They have identified 100 such routes. In those routes instead of working on 200 different timings and taking approval from Railway board is hectic process instead already slots which are available for regular trains they have used for running. Advantage of running specials in regular train slots is that
1. passengers are accustomed to the timings, 2. Any RSA arrangements and loco arrangements will be automatically taken care otherwise few routes may require more locos or rakes,

They are naming actual train names only...here only confusion will be with train numbers.
