Some trains are only meant for the summer/holiday season i guess, holiday trains, that's what is being considered by the NR here imo.
Aisa hota toh BVC DDN Special track par hoti abhi... NR moody h.. Agar usko nhi chalana h kisi train ko toh wo chahe WR ki ho ya NWR ki.. drop hi hogi
