It could happen to coaches of even most profitable ac III coaches.
If IR charges high fare and also earn profits from ac paxs, the maintenance of ac coaches have to conform to minimum standards. Practically, some times ACII/ACII coaches are found in very bad condition. Non ac coaches have also become worse.
