Sir, partial waitlisted Tckt wont get cancel automatically, You have file TDR, And as per rule the wailisted passenger wont be allowed to board the train, But some TTE will allow in case of partial WL tckts If those passengers are ready to adjust

Partially confirmed e-tickets do not get cancelled automatically. You have to file a TDR for refund. The wait listed passengers may be permitted to board the train at the discretion of the TTE. They may be allotted berths if there are any cancellation in the coach. Else you may have to adjust amongst yourselves. But this cannot be claimed as right. Some TTEs may not permit.

Automatic cancellation and refund by IRCTC is done only in case where the full ticket against one PNR stands waitlisted at the time of chart preparation. There is not auto-cancellation and auto-refund for partial WL/RAC ticket.
A certificate can be obtained from the Ticket Checking staff in the train regarding non-travelling of wait-listed passengers on such tickets and refund can be obtained thereafter by sending TDR request to IRCTC.
